Хотя, как показано выше, еще не исчерпан потенциал для существенного усовершенствования всех упомянутых областей, а особенно прозрачности, функциональных требований и системы нормативного регулирования, процесс экспертизы Фемарн-Бельт является существенным шагом вперед по сравнению с ситуацией прошлых лет, когда оценивались проекты Эресунд и Большой Бельт. Обучение явно имеет место. Судя по проекту Фемарн-Бельт, есть повод для оптимизма относительно возможности изменения процессов разработки и оценки мегапроектов в направлении сокращения риска для рядовых граждан и увеличения ответственности для правительства, промоутеров и разработчиков. Обоснован ли такой оптимизм – покажет только будущее. Самые важные решения для Фемарн-Бельт еще предстоит принять, включая самое основное: строить его или нет.
